Business community recommendations to review, Decree Law 51/2016
ACAIT – CCI-TL in cooperation with SERVE, MCIA-DNCI and Dili Municipality local authority orginzed Workshops to socialize new law which is aim to regulate tax on publicity and banners which was occurred on 18 May 23 2017 at the MSS, Rua de Caicoli, Dili.
In his opening remarks, the President of the Chamber of Commerce (CCI-TL), Mr. Oscar Lima said that this event is really important for private sector and government to discuss together issues related to private sector and CCI-TL will make all its efforts to protect and address the concerns of business. furthermore he added that The implementation of new Decree-Law No. 51/2016 on the licensing of Business publicity has caused polemics among business and private sector. Mr. Lima said that the new Decree-Law (DL) does not reflect the real economy situation in Timor-Leste and doesn’t benefit small business and traders due to the very expensive cost incurred by the tax in detriment of business profits.
The government should focus on straightening private sector by improving the public services and creating regulations that aim to help SME’s growth rather than make it difficult. the implementation of new Decree-Law Taxing on Publicity and Banners doesn’t reflect the spirit of VI Government effort working on Economic Reform that aiming at growing private sector and bringing investment to the country in order to create jobs and diversifying the economy.
In the end of this meeting, community of business presented unanimously appealed to the Government to withdraw the Decree Law through their Collective Public Petitions from the private sector as the key recommendations which stated the fundamental reasons why the Decree Law is not welcomed by private sector business.
